SUBJECT: DEDUCTION OF HOUSE RENT ALLOWANCE OF ONLY ONE SPOUSE IF GOVERNMENT ACCOMMODATION IS ALLOTTED AND BOTH ARE GOVERNMENT SERVANTS

I am directed to refer to this Department’s circular letters bearing No.FD.SR.I.9-8/80 dated 09.10.1991 & 23.01.1992 on the subject noted above and to state that in compliance with the directions of Federal Shariat Court in judgement dated 12.12.2012 passed in Shariat Petitions No.8/I 2004, 6/I, 8/I & 12/I of 1994, competent authority has decided to allow House Rent Allowance w.e.f. 01.07.2013 to one spouse who has not been allotted Government accommodation if both, being Government servants, are living together in Government accommodation at the same station, subject to the decision of Supreme Court of Pakistan, in case appeal is filed by Federal Government or Provincial Governments.

SUBJECT: GRANT OF Ph.D/D.Sc. AND M.PHIL ALLOWANCE.
I am directed to refer to this department’s letter No.FD.SR-119-21/2011 dated 01.04.2013 on the subject noted above wherein it was conveyed that the Competent Authority has been pleased to extend the facility of M.Phil Allowance @ 50% of Ph.D. Allowance to all government servants across the board working under the administrative control of Government of the Punjab subject to the condition that they acquire the M.Phil Degree from the recognized universities of Higher Education Commission with immediate effect. But instances have come to the notice that the Administrative Departments are not complying with the said instructions in letter arid spirit as number of cases are referred to this department for advice despite issuance of clear instructions in this regard.
2. Accordingly, it is once again brought to the notice of all concerned that the facility of M.Phil Allowance @ 50% of Ph.D. Allowance has been extended to all government servants across the board working under the administrative control of Government of the Punjab subject to the condition that they acquire the M.Phil Degree from the recognized universities of Higher Education Commission w.e.f. 01.04.2013.
3. All the Departments/Attached Departments etc. may, therefore, process/finalize the subject cases at their own without referring the same to the Finance Department for advice.
STARCRAFT 2 WINGS OF LIBERTY
Wings of Liberty has 29 playable campaign missions, but only 26 of them are playable in a single playthrough since three missions are choice-related alternates. There is one secret mission named "Piercing the Shroud", which can be unlocked on the "Media Blitz" mission, by destroying a Science Facility in a corner of the map. There is also a series of four missions in which the player plays as the Protoss in reliving the memory of Zeratul.
The Wings of Liberty campaign contains several missions with unique features, such as lava that floods the battlefield every five minutes, forcing the player to move their units to high ground before they're destroyed. In another mission, enemy units will only attack the player at night, forcing the player into a form of siege warfare. Finally, in one mission, the player must use a single unit to influence the tide of an AI-controlled battle. The single player missions are highly customizable and are featured in the StarCraft II Community Zone. Between missions, players can choose units, buildings, and upgrades that are not available in the multiplayer missions. A major new addition to the map-making community will be the StarCraft II Marketplace, where high quality maps will be sold for a small fee as "premium maps" over Battle.net. The mode of payment has not yet been announced. Lead Designer Dustin Browder has mentioned that even maps like player-created Defense of the Ancients in Warcraft III would not meet the quality requirements to be branded as a premium map.
Wings of Liberty features approximately the same number of units as the original StarCraft. Some units from the original game have returned, some featuring new upgrades and abilities. For example, the Protoss Zealot, a melee unit from the original game, now has the researchable ability to dash forward and quickly reach nearby enemies as a refinement of its speed upgrade from the original. Other units have been replaced or removed entirely: for example, the Scout, a Protoss fighter craft present in the original, has been replaced by the Phoenix. Other changes to unit design have been inspired by story events in StarCraft and its expansion, StarCraft: Brood War, replacing old units with new or renamed versions which sport different attributes and abilities. Units in StarCraft II have new abilities, compared to the original, that encourage more complex interaction with the game environment. Among these are the inclusion of units that can traverse varying levels of terrain, or have the ability to teleport short distances. Some Protoss units can be warped into pylon-powered areas using the Warp Gate, a slight modification of an existing building called the Gateway. StarCraft II's campaign also has exclusive units which are only playable in the campaign and not in the regular multiplayer mode, though they are available for custom maps. These mostly consist of units which have been scrapped from development such as the Terran Diamondback as well as various returning units from the original StarCraft such as the Terran Wraith and Goliath. The campaign also features hirable mercenaries, modified versions of certain units with enhanced attributes such as health or damage that become available for hire once the standard unit is unlocked.

THE AMAZING SPIDER MAN 2
PC GAME
The game begins with a flashback scene of the first Amazing Spider-Man film set two years earlier, with Peter Parker walking out of a convenience store. The store clerk rushes by, tells Peter he has been robbed, and asks for help chasing the criminal. Peter ignores him stating "Not my problem." and walks away to take a subway train to return home. Meanwhile, Uncle Ben tries to look for Peter on the city streets and runs into the thief from the convenience store and tries to stop him, but ends up getting shot and dies. Peter hears the gunshot and runs to the location and finds out its his Uncle Ben dead. Peter realizes he should have stopped the thief the first chance he had and keeps on crying. Sometime during the story, Peter narrates his thoughts on Uncle Ben and says "Uncle Ben was my rock where I couldn't count on anything. The night my parents disappeared. Where a genetically modified spider bite turned me into something... New. But now Uncle Ben was gone. For his memory... for Aunt May's... to make up for not stopping his killer when I should have... I had to become a man. Spider-Man. And I've done some good, put away a lot of bad guys. But I haven't found the man who killed Uncle Ben. Just one more empty space in a life full of them.."
Two years later, Spider-Man is still searching for Uncle Ben's killer. While investigating a group of street thugs for leads, his cover is blown by a falling obstacle caused by Felicia Hardy (Who has escaped from Beloit). After subduing the street thugs, he questions them regarding the killer. One of the street thugs tells him that the man works for Herman Schultz, an illegal weapons smuggler. Spider-Man arrives at Schultz's location, where his thugs are battling with Russian criminals over weapons. Spider-Man stops the gang fight and subdues Schultz, who identifies Uncle Ben's killer as Dennis Carradine and that he obtains weapons for clients. He then uses a flashbang to escape. While trying to track down Carradine, Spider-Man stops some car thieves and rescues his friend Stan Lee from a burning building. Peter later heads to the comic store to check up on Stan where he apologizes for what happened to his apartment. Spider-Man eventually finds Carradine and his thugs talking to each other. unfortunately, Carradine see's Spidey and decides to escape with his thugs by robbing a car and taking the driver hostage. Spider-Man chases Carradine's car and saves the woman from him and continues to follow the car. The car gets little far away but Spider-Man finally catches up. By the time he gets there, he finds the car on fire but with no one in it. Peter thinks Carradine and his thugs escaped into an alleyway, where he hears a scream and runs towards it, where he finds Carradine and his thugs murdered and buried under a pile of trash bags, and finds graffiti on the wall reading "CK" in blood. Based on the initials, the police refer to CK as "The Carnage Killer".
Peter then returns home after what he sees, and wonders if he should be happy or sad Carradine is gone. Aunt May tells Peter that the Daily Bugle News reporter Whitney Chang sais that Dennis Carradine was been murdered and that the Russian Mob and its leader Herman Shultz has broken into OsCorp tower and that its mission is to steal OsCorp technology to protect themselves from the "Carnage Killer". Spider-Man stops the Mob and saves all OsCorp scientists, including Max Dillion. Later, Spider-Man finds Shultz who has stolen a seismic blaster and now calls himself the "Shocker". Spider-Man beats Shocker but decides to keep the seismic blaster to upgrade his webbing. After the incident, OsCorp CEO Harry Osborn, and Wilson Fisk announce that their companies are working together to fund the Enhanced Crime Task Force, a privatized police force meant to contain criminals and Spider-Man. When Wilson Fisk offers to take OsCorp off of Harry's hands, Harry rebuffs him. Wilson Fisk comments that he'll wait until Harry dies from the disease that killed his father Norman Osborn. While Spider-Man is trying to stop a fight between street thugs and Russian Mobsters in Central Park, he finds a note on a bound street thug from someone called "Kraven the Hunter" offering him help. After stopping a shootout, Spider-Man meets Kraven who offers to train Spider-Man, telling him to meet at his loft. Spider-Man considers the pros and cons of the situation and visits the loft as Peter, acting as though he were interviewing Kraven for the Daily Bugle. Kraven reveals that he came to New York to hunt OsCorp's cross-species. After killing all of them, he chose to stay in the city and catch criminals.
