S.O (SE-I)1-5/2002(P), The Governor of the Punjab, is pleased to approve the re – organization /up-gradation of 14476 posts of School Teachers (Male & Female - General Cadre) in BS – 20, 19, 18, and BS – 17, respectively under 4-tier structure in the ratio of 3:19:36:42 vide Government of the Punjab Finance Department U.O. No.FD.PC.19-1/89 (Pt.II) (496/07), dated 15.02.2013, and placement of same in 4-tier structure with immediate effect.

RECRUITMENT POLICY 2014 FOR EDUCATORS (NEW)

The Competent Authority has approved the recruitment of Educators against all the left over posts which remained unfilled due to non availability of candidates. during the recent recruitment under the Recruitment Policy 2013 dated 31-07-2013. Presently, if any next in merit candidate be available against the advertised seats where joining has not taken place, candidate has left after joining of Letter of Agreement of merit candidates are not issued till now due to any reason, the EDO(Edu) will issue Letters of Agreement for such candidates.
In addition to above, the Competent Authority has further approved the recruitment against 18470 posts of Educators (All Categories). The district-wise break up of 18470 posts of Educators is at Annex-A. Further, the posts of Educators remained unfilled against the allocated posts under Recruitment Policy 2013 will also be advertised under the Recruitment Policy 2014.

NEXT SCALE PROMOTION OF THE LOWER GRADE STAFF BS-1 TO BS-4
Government of the Punjab, Finance Department Lahore has introduced Promotion Policy of the Lower Grade Employees of Punjab Government i.e BS-1 to BS-4 vide its Notification No. FD.PC.39-14/77(PLIV)(APCA/2008) Dated: 17th June 2014.
According to the Notification employees BS-1 to BS-4 will be promoted after certain length of service vide office memo No. 1(4)F.1/2009 dated 31-12-2012. These promotions will be effected from 01-07-2014. One step next scale promotion will be awarded after qualifying satisfactory service of ''TEN'' years from the first joining. The ''SECOND'' step ONE scale next promotion will be granted after completing TEN years qualifying satisfactory service from the first promotion or 20 years satisfactory service from the first joining date. The Employees who have been promoted from BS-1 to BS-2 in 01-07-2007 vide Notification No. FD.PC.32-7/2007 dated 10-09-2007 will also be promoted to next one step up scale promotion after qualifying 10 years satisfactory service from the first date of joining...

MINIMUM PENSION
Government of the Punjab Finance Department Lahore has issued Notification No. FD.SR-III/4-302/2014 dated 18th July 2014 in respect of increase in minimum pension from Rs.5000/- p.m. to Rs.6000/- p.m. to civil pensioners of the Punjab Government. Similarly, family pension has also been increased from 3750/- p.m. to 4500/- p.m. through this Notification. Commutation of any part of the increase allowed vide this circular letter will not be admissible.

MOVING ONE SCALE UP OF EMPLOYEES OF BS-1 to BS-4 with effect from 01.07.2007
Government of the Punjab Finance Department Lahore has issued Notification No. FD.PC.2-2/2014 dated 16th July 2014 regarding clarification about up graduation of employees working in scale 1 to 4 despite of having selection grade or not. According to the above said notification, all employees working in scale 1 to 4 have been promoted one scale up (i.e., to next higher scale) w.e.f. 01-07-2007 without any discrimination and irrespective of the fact whether they were allowed selection grade or not. This clarification will take effect from 01.07.2007 and all the clarifications previously made in this regard shall be deemed to have been notifies to the indicated above.

LEAVE RULES NOTIFICATION OF ENCASHMENT OF 365 DAYS

Government of the Punjab Finance Department Lahore has issued Notification No.FD.SR-II/2-141/2012 dated 11th April 2014 in respect of amendment in Rule 19 of the Revised Leave Rules 1981 with effect from 01-09-2013 with the following words:
''In the rule 19, for the words ''One Hundred and Eighty'' wherever occurring, the words ''Three Hundred and Sixty Five'' shall be substituted.''
Explanation:
In the past a government servant had right to have leave encashment for 180 days, if he had 180 or less than 180 days of LFP in his/her leave account then he/she can had right to receive the payment of maximum 180 days payment to his/her basic pay instead of availing LPR. By, this Notification a retired servant will now receive leave encashment upto 365 days or less of his/her LFP w.e.f 01-09-2013, if he/she has 365 days or less in his/her leave account.

GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF PUNJAB GOVERNMENT
Government of the Punjab Finace Department Lahore has issued Notification No. FD-SR-III-4-302/2014 dated 18-07-2014 for increase in pension to civil employees of Punjab Government and according to the notification, Governor of Punjab has been pleased to grant increase in pension @ 10% of net pension with effect from 1st July 2014 until further orders to all civil pensioners of Government of the Punjab.
2. However, 15% increase in pension allowed vide para 2 of this departments's circular letter No. FD.SR.III.4-108/2010(A) dated 15th July 2010, 15% increase in pension allowed vide para 12(i) of this department's circular letter no.FD.PC.2-1/2011 dated 11-07-2011 and 20% increase in pension as allowed vide para 1 of this department's circular No.FD-SR-III-4-153/2012 dated 18th July 2012 and 10% increase in pension as allowed vide.....

ADMISSIBILITY OF ONE PREMATURE INCREMENT TO THE EMPLOYEES OF BPS-1 TO BPS-4 OF PUNJAB GOVERNMENT
Government of the Punjab Finance Department Lahore has issued the Notification No.FD.PC.2-2/2014 dated 18th July 2014 regarding 'ONE PREMATURE INCREMENT TO THE EMPLOYEES OF BPS-1 TO BPS-4' for all Punjab Government Employees with effect from 01-07-2014. According to the Notification this increment will not effect the normal increment due on 01-12-2014 if otherwise admissible under the rules.
